Germany has no new cases of the livestock illness foot-and-mouth disease with a suspect case on Thursday [16 Jan 2025] not confirmed, German agriculture minister Cem Oezdemir said on Friday [17 Jan 2025].

Germany has only one case of the disease, Oezdemir said on German radio Deutschlandfunk.

Germany announced the country's 1st outbreak of foot-and-mouth disease in nearly 40 years on 10 Jan 2025 in a herd of water buffalo on the outskirts of Berlin in the Brandenburg region.

Brandenburg's state agriculture ministry confirmed the negative test result, saying: "At the current timepoint, there are still no indications of a spread of foot-and-mouth."

The Brandenburg ministry said several emergency measures to contain the disease, including some restrictions on animal transport, will not be extended from Friday [17 Jan 2025], but it stressed the quarantine zones around the case remain in force.

German authorities are intensively testing animals on farms in the area around the 1st case. Measures to contain the highly infectious disease, which poses no danger to humans, often involve bans on imports of meat and dairy products from affected countries, with Britain, South Korea and Mexico imposing import bans on Germany this week.

Foot-and-mouth disease causes fever and mouth blisters in cloven-hoofed ruminants including cattle, pigs, sheep and goats and in past decades needed major slaughtering campaigns to eradicate.

Oezdemir said on Friday [17 Jan 2025] Germany will continue intensive efforts to contain the disease and win back the trust of countries which have imposed import restrictions on German agricultural products.

A spokesperson for the European Commission, the EU's executive arm, said on Thursday [16 Jan 2025] Germany's efforts to stop the disease spreading would enable the regionalisation principle to be used.

Under this EU rule, sales of meat and dairy products are only restricted from the region where the disease has been confirmed and produce from elsewhere in the affected country can still be sold inside the EU.

Oezdemir said earlier Germany's continued access to EU markets would depend on the lack of new cases.

After cases of foot-and-mouth disease in Brandenburg last week, the animal disease may have spread further. Suspected cases are currently being investigated on a farm northeast of Berlin. There are further suspected cases of foot-and-mouth disease (FMD) in the Barnim district. However, the 1st tests of samples did not provide clear evidence of the disease. District Administrator Daniel Kurth told rbb on Thursday evening [16 Jan 2025].

Further tests are now required by the reference laboratory of the Friedrich Löffler Institute. According to Kurth, the results of these new samples are not expected until Friday [17 Jan 2025]. "We assume that we will then have certainty tomorrow," said Kurth.

A spokesman for the Barnim district administration confirmed the suspected cases on Thursday [16 Jan 2025]. According to this, animals with possible symptoms were found. They have already been killed, the spokesman told the DPA. There are no further details about the farm affected so far.

According to reports from the "BZ" and the "Märkische Oderzeitung", symptoms of the disease were found in 4 goats on a farm in Willmersdorf near Werneuchen.

Farmers' Association feared further consequences for agriculture. The deputy head of the Brandenburg State Farmers' Association, Heiko Terno, spoke of a serious situation in Brandenburg's agriculture. After the cases in Märkisch-Oderland, they had hoped to be able to contain the disease, he told rbb.

"But you have to remember that the animals had already been infected for 3 weeks. During that time, no action was taken," Terno continued. "But if there is now a suspected case, the consequences are now: the core zone will be further developed, healthy animals will probably have to be culled again. These are really all measures that help to contain the situation. But the hope is still that the suspected case is not confirmed. That would help us the most." On Thursday morning [16 Jan 2025], Brandenburg's Agriculture Minister Hanka Mittelstädt (SPD) announced that there were no further cases of FMD in Brandenburg.

Last Friday [10 Jan 2025], the disease was detected in water buffaloes on a farm in Hönow in Brandenburg. Extensive protective measures were then initiated to prevent the disease from spreading.

Another suspected case of foot-and-mouth disease in Brandenburg is increasing concerns about a larger outbreak of the disease. The affected animals have already been killed, said the spokesman for the Barnim district. He did not provide any information about the location of the affected livestock or the animals.

The district spokesperson has been aware of the new suspected case since Wednesday [15 Jan 2025]. The bodies of the animals were examined for symptoms. Samples from the killed animals are currently being examined at the Friedrich Loeffler Institute. The results are awaited.

[The wording used in the various announcements needs to be clarified by authorities. Saying the suspect case results were not confirmed isn't the same as saying they were negative, but the state ministry comment appears to indicate the results were negative. Hopefully a clarification will be generated stating if FLI did in fact determine the suspect goats at the second site were negative.

More concerning is the implication that the initial animals may have been infected for several weeks as that is a substantial amount of time for a disease to spread into local wildlife, adjacent farms, etc. All indications thus far have been that the worst has been avoided, but there are still many gaps that need to be filled around the timeline of the initial outbreak. - Mod.JH
