The minister of agriculture, Eng Khaled Al-Hanifat, confirmed that the local milk production has now recovered, after the decrease in the quantities of milk resulting from the effects of foot and mouth disease [FMD]. Al-Hanifat expects regular production of cow milk in the coming months, to meet market needs.
Al-Hanifat chaired a coordination meeting on Tuesday [28 Feb 2023] to study the decrease in the quantities of milk resulting from the effects of FMD, which affected the dairy manufacturing sector and caused some decrease in quantities, according to information from manufacturers. Such decrease may affect the availability of the product during the coming weeks, especially for the holy month of Ramadan [2023]. The meeting was attended by representatives/directors of several related agencies, such as the Food and Drug Administration, the Ministry of Industry and Trade, the Amman Chamber of Industry, the Institution for Standards and Metrology, and a number of dairy companies.
The participants discussed the possibility of using limited quantities of powdered milk to cover the needs of the market and a temporary amendment of the specification for some products in the event of a future market need.

[According to an earlier (19 Feb 2023, https://royanews.tv/news/294822) media report, dairy cattle farms in Jordan produce 400 tons (363 tonnes) of milk daily. This amount was normal before the spread of FMD, which reduced the volume of production to 250 tons (227 tonnes), a loss rate of 30% due to the disease. According to Ali Ghabayen, head of the Cattle Breeders Association, more than 90% of cow farms in Jordan were affected by FMD. According to him, the total losses of cow farms across the Kingdom were about 35 million dinars (about USD 49.3 million). This is composed mainly of the milk production losses and the death of more than 1350 head of cows and calves. Farms in Al Halabat and Al Dhelil constitute 60% of the total milk produced in Jordan, distributed to dairy and cheese factories. The Ministry of Agriculture has published the daily foot and mouth disease report, noting the results of the work based on the actions taken by the working committee. The statement, a copy of which was received by Roya, stated that, based on the measures taken by the committees working within the FMD file, the results of the work were as follows:
1st: The infection index decreased to zero for 2 days in a row in the focus of infection, with the spread stopping outside the affected farms.
2nd: The continued recovery in the quantities of milk within the focus of infection, with a noticeable and continuous increase, confirming the availability of appropriate quantities for manufacturing.
3rd: The end of the work of the Committee for the Inventory of Damage related to Mortality in the field, as of this evening, Sunday [26 Feb 2023], and considering today [26 Feb 2023] as the last day to receive the forms, with the continuation of audit and analysis procedures.
4th: The results of the report issued by the committee formed by the Animal Health Organization, which included Italian experts and headed by the Regional Director of the Animal Health Organization, are as follows:
- The new strain of SAT2 virus is genetically identical to the strain currently present in Iraq, and it may have been transmitted by several means, including fodder that was imported exclusively for the Cattle Breeders Association.
5th: It was decided to open livestock markets in all governorates of the Kingdom, with the exception of Zarqa and Mafraq, as of Monday morning [27 Feb 2023], for the trade of sheep and goats, with the exception of the trading of cows and calves.

[Following the publication of the above statement by Jordan's Ministry of Agriculture, declaring the FMDV SAT-2 event resolved, Jordan's Veterinarian Association submitted, on 27 Feb 2023, its response "on the reality of FMD in Jordan". The statement, published in the Al Ghad newspaper on the same date, is available (in Arabic) at https://tinyurl.com/2p9f344p.
Among several issues raised by the syndicate, we present here the following (summarised) 3 issues:
1. The syndicate argues that disease, death and losses are continuing according to the observation of practitioners in the field.
2. The feed from Iraq, referred to by the ministry as one of the possible means of virus introduction, was -- according to the syndicate's information -- not imported specifically for the Cattle Breeders Association (limiting infection to the dairy cattle cluster in the Dhlail region, Zarqa), but was sold to all farms in the Kingdom.
3. The origin, route of introduction, and chronology of the event should be clarified. To this end, they request the publication of the full genotyping report(s) from the labs allowing assessment of virus history, chronology, and geography.
Jordan's News Agency (Petra), published on 5 Feb 2023 that the results of the FMD virus analysis at the Faculty of Veterinary Medicine/University of Science and Technology, Irbid, revealed the emergence of a new strain of the virus called SAT-2, "which was not previously registered in Jordan." The ministry added in a statement that this strain was registered in Iraq, Saudi Arabia, Kuwait, and Ethiopia, indicating that "the results of the analysis were verified by Pirbright" (https://tinyurl.com/28ax5vuv).
So far, FMDV SAT-2 is not available among the "samples tested" reports presented on Jordan's page of the WRLFMD at Pirbright (https://www.wrlfmd.org/western-and-central-asia/jordan#panel-9742). Notably, the reference laboratory publishes results only after obtaining the consent of the relevant country to do so.
Similarly, the results of FMDV SAT-2 samples from Iraq are not (yet) presented on Iraq's page (https://www.wrlfmd.org/western-and-central-asia/iraq#panel-7312). Iraq reported 9 new outbreaks on 26 Feb 2023, spread throughout the country (follow-up-report No 5). - Mod.AS
