Foot and mouth disease outbreak in Hungary and Slovakia in 2025

On Friday, 7 Mar 2025, Hungary notified the confirmation of an outbreak of foot and mouth disease in a dairy cattle holding in Gyor-Moson-Sopron county, in close proximity to the Hungarian-Slovakian border, involving a group of heifers that showed clinical symptoms.

Already upon suspicion, Hungary immediately implemented animal health control measures in accordance with Regulation (EU) 2016/429 and Delegated Regulation (EU) 2020/687, including the culling of all cattle in the affected establishment and in a contact establishment, and the establishment of a provisional restricted zone, consisting of a protection zone of minimum 3 km [1.86 mi] radius and a surveillance zone of minimum 10 km [6.2 mi] radius. Further epidemiological investigations are ongoing. Also, Slovakia immediately implemented surveillance measures upon confirmation of the outbreak in Hungary.

The results from the National reference laboratory and the EU reference laboratory for FMD indicate the virus is FMD serotype O, with closest sequence being from Pakistan in 2018.

On Monday, 11 Mar 2025, the Commission adopted Commission Implementing Decision (EU) 2025/496 concerning interim emergency measures, demarcating at EU level the areas to be included by Hungary and Slovakia in the restricted zone around the outbreak establishment and setting the duration of this restricted zone. On 12 Mar 2025 the Commission held a meeting of the Standing Committee on Plants, Animals, Food and Feed where the FMD situation in Hungary was presented and the emergency measures were reviewed and unanimously supported by Member States.

On Friday, 21 Mar 2025, Slovakia notified the confirmation of outbreaks of FMD in establishments close to the Hungarian border. The EU Veterinary Emergency Team was deployed immediately, to provide tailored support. The EU Reference Laboratory for FMD confirmed that the FMD virus from samples taken in Slovakia, fully matches the virus detected in Hungary.

On Monday, 24 Mar 2025 and on Thursday, 27 Mar 2025, the Commission organised meetings of the Standing Committee on Plants, Animals, Food and Feed where Slovakia and Hungary presented their situations, and new emergency measures were reviewed and unanimously supported by Member States. This map shows the current restricted zones, as supported by the Member States on 27 Mar 2025. The emergency measures shall continuously be adapted, as necessary, to take account of the evolving epidemiological situation.
